Why won't the AI use submarines?

In order to supply the perfect naval stealth weapon you need to be able to build "Milsch Cows" like the Kriegsmarine did durring WWII, a supply sub for subs.

In SR2020? For what? Modern nuclear sub needs only in food for crew and rockets\torpedos.

The "Milsch Cows" of the Kriegsmarine not only brought fuel to the Type VII's operating in the North Atlanic, but also food and Torps. Most navies today don't use nuclear submarines, the use diessel/electric boats with a handful using AIP (SSI) boats, most notably Germany and Sweeden.
