Region leaders and cabinet ministers are assigned an ethnicity. Regions are given values so that their leaders/ministers are reflective of the ethnic demographics.

And what race represents every number?

If I change the number is there any change except of the person's photo?

I don't have the value at hand. If you change these values for regions, they will get different "people" for their leaders/ministers. People have a picture and name associated with them.

If the only thing that changes is the picture and the name, then it is easy to understand that numbers represent the color of every person and a name in his language! It is very easy to recognise number X for africans, Y for chinese etc..

2 - Asian
3 - African
4 - European
5 - Arab
6 - Native American

1 - Male
2 - Female

In SRCW's events system you can assign specific people through events.
