I have been studying the &&CVPREL and &&SEVENT entries in the "Global Crisis.csv" file.
When I start a GC game and play as Canada (for example), Canada seems start out with embassies with all of the African Regions, yet there are no &&CVPREL entries to cause this to happen.
I just spent a lot of time creating a better relationship between the U.S. and the African regions in my new mod, including setting up mutual embassies. Now as I am testing, I find that a lot of diplomatic relationships inexplicably preexist.
Does the game create diplomatic treaties even before you press the "Go" button?

IIRC the spheres of influence system (at least 2020) created some base treaties where relations justified it.
