This is a discussion of the SEAL unit modeling problems in SR.
Special Operations (SOPs) can be conducted in Supreme Ruler. SR does most of this for you - you can air-drop or helo Green Berets into enemy territory or infiltrate Special Forces II across enemy borders. However, the insertion of SOP units by sea is more complicated.
The game has no SEAL infantry units and if it did, how could they be inserted into hostile territory by sea? Sure, ships can carry infantry as cargo, but this cargo cannot be unloaded at sea, since most infantry would just drown. Infantry can only be unloaded on a shore or pier. Therefore the hypothetical SEAL unit would need to be unloaded on a hostile shore by a large, non-stealthy naval transport unit. While this is feasible, it would be preferable that the delivery unit be as small and stealthy as the SEAL team itself, since the large transport could easily be spotted by nearby hostile air or naval units.
A possible solution would be to model the SEAL team tactics from RL - create rubber boats (RIBs) or Swimmer Delivery Vehicles (mini-subs) with which to deliver the SEAL team to a quite, deserted beach. The SEAL team and its delivery boat could be carried as cargo aboard a naval transport or submarine and then be launched in safe international waters, from which they could proceed into enemy territory.
But no - we cannot unload the SEAL infantry units at sea in order to transfer them to their landing boats, even if they are flagged as Amphibious and River-Crossing. If we modeled the SEAL teams as a naval units then they could swim to their delivery boats, but could not be unloaded onto the shore to complete their mission. The only unit type that can move on both sea and land is an air unit, but modeling a ground-pounding SOP team as an air unit is just absurd.
I am modeling the Littoral Combat Ship (LCS) class and its mission packages. One of the LCS missions is transporting SOPs teams. Any suggestions on how to solve this problem would be appreciated.

untested - move type hover? Don't remember how it works but might be capable of land and sea...

tagged for interest... I tried to do something like this a few years ago for SR2010

How the AI manage a frigate that have transport and amphibious landing capabilites? The AI use it for landings or just as a regular frigate?
