MOD PROBLEM

I created a mod for the EU, I replaced France as European Union and grouped the countries together under the France number. I created the CVP, edited and saved the REGIONINCL, and created a scenario file yet when i launch my campaign I select my mod named Global Crisis v3 and when it selects I dont see any regions or countries to select..

what about that? I need to delete every nation i grouped it with?
