Question regarding regions in CVP and Orbats.

I currently working on a scenario portraying, the not so likley, disintegration of Bosnia and Hercegovina. However, unfourtunetly I have lately hit a brick wall.

I will put my question a straight forward as possible.

I wonder if it is possible to add a new region/nation, lets say the croatian quasi-state of Herzeg-Bosnia into geopolitical mess of the western balkans, by creating an orbat, and thus give the units coordinates (within the border of Bosnia) to stimulate a bosnian-croat military takeover of western hercegovina. Without having to give the new state a grouping nummer. This would of course constitute a declaration of war, but secessionist tendancies have consequences muahahahahah...
