Adjusting military personnel pool

Since there seems to be so much interest in doing this, this is how I got rid of 4,000,000 little guys:

1. Backup all of the following files.

2. Edit Your current campaign's .Scenerio file in the CampaignGC folder as follows:

3. Copy your latest savegame to the CampaignGC folder and rename it after your current scenerio file ("World 2020")
