I think Kaliningrad should be let be as Prussia there big movement for its independence as sovereign nation there i live here in Kaliningrad. it in shattered world but should be allowed in all the other play too. (sorry if English not good in Prussian or our dialect of Russian be easier).

Kaliningrad is already separate for modding purposes.

Some countries(like eg Iceland that I have mentioned before) get much of their income from these sea areas, mostly by fishing and/or oil. and also I think that it should be given much consideration if any country can claim some of those untouched resources out there and what is required so you can do so. I don't think a landlocked nation should have the ability to claim sea resources, and I think that the claiming should be prioritized if eg. japan want to claim water area near it, it should have the first priority to do so and so on.

EDIT: I just got an thought, you could use these sea territories to to get some money(especially in Multiplayer), eg. Spain and Italy could close their waters to France in the Mediterranean to demand payment from France. Myanmar and India to Bangaladesh, Sweden and Denmark to every other nation in the access to baltic sea. Also Panama, Turkey and Egypt could extract alot of money from this.

Also, remember the Suez Crisis? It was fought over the Suez Canal and straits of Tiran.

I think a splint of Côte d'Ivoire would be actual. It is actually governed independently by the Republic of Côte d'Ivoire government(south) and Forces Nouvelles de Côte d'Ivoire(north), and with a UN buffer zone in the middle.

I think they'd be an interesting challenge, considering you're probably a one hex country surrounded by France and Germany. The problem with Monaco is that it's defence is the responsibility of France, but then again this could provide an interesting situation wherein France supplies you with military goods.
