I did do a search, but I haven`t found something exact on the topic. What I`ve been trying to do is add a barrack in Sokhumi. So I`ve added the red line in GlobalCrisis.OOF
21001,1062,192,"SOKHUMI",0,0,0, ,6,0.8,0,0,1,1,0,1.518436,
21201,1062,192,"SOKHUMI",0,0,0, ,5,0.8,0,0,1,1,0,1.570796,
However, in game(after redoing the Global Crisis cache file) the barracks appear on the city inventory, but not on the map too. Is there another file that I need to edit?

EDIT: is this because Sokhumi is the capital of Abkhazia(and I`ve made Abkhazia playable)? Looking around I see that while regular cities/towns have barracks on the GC map, the capitals seem to not.

EDIT#2: actually I think everything was fine. It seems that when a city is the capital(and has the government building graphic in its middle) the graphics of the facilities of that city(the barracks included) do not show around its core as they would for a regular settlement. Bhutan is such an example. If the capital is taken by another region then the settlement reverts to a regular appearance with the barracks now showing up on the campaign map in the right place.

Do you know the OOF codes for other buildings?
