I asked explanations of any of these features. For example what happens if a country has russian military might +1 and what -1?

From that page;
Regions that are a high percentage in multiple similar spheres will like each other. Regions that are a high percentage in entirely different spheres will dislike each other.

So if a region has +1 anitiisrael it is enemy with a region with -1 antiisrael. If Israel has not value for this parametre there is no hostility between israel and antiisrael regions?

Correct there is no hardcoded effects.. the names are primarily assigned as a reference for what they symbolize in the main Scenarios. If you were reassigning all teh values from scratch they could symbolize anything you want. The only thing it changes is starting relations

I noticed that a region can participate in more than 4 spheres of influence.
