Is there any way I can encourage other countries to fight each other? For example, if I play Italy, can I encourage Britain to fight Brazil or anything like this?

The closest you could come to this would be to ally with one of them and end up at war with the other.

alliances rarely work, only if the allied AI country has very bad rellations with the other AI country will declare war.
