You can also kill off their troops under the right circumstances
,and even damage their cities.
To kill their troops,you need to find their troops located in a hex in which you cant see them at the time of the attack, and can attack the hex.You can for instance attack the cities of another region with missiles and or art,without getting auto-dowed.Just watch their relations reactions very closely.Its easy to do this one time to many, and have your third party victim dow you.
And of course if your at war with the region,and egyption troops you cant see are located in the hex your attacking with AoE attacks.
Ive played with this and if your diplo is high enough,you can even go as far as to destroy one of more of their cities without them dowing you.But thats an extreme case,and in most a couple of attacks will get you into trouble.
So again,if the circumstances are just right, and the troops are in a third parties region,you can aggravate both regions.
Also,if your at war with another region,and its troops are in egypt,you can attack them and hurt egypt by "splash" damage.The best way is to attack an enemy unit moving toward an egyptian city with missiles that do aoe damage.The trick is to time it so the missiles hit their target after its entered the city.
This means you fire the missiles while the target is outside of the city but moving toward it.Again,with the goal of having the missiles reach their target at the right instant.
Both of these rely on very specific circumstances and or timing.
In both cases you get some if not most of the responsibility for any resulting dow.Its not a free ride.It does seem to be less than if you just dowed them with a low belli though in many cases.
And you can of course reverse this, so its your units or your cities taking damage and giving you the chance to dow them.

At this point,im not at war with mexico,but i am allied with the US who is at war with mexico,and ive moved a hard to see unit of mine into a hex i know that mexico is attacking with artillery.As a result, they fail to see my unit, and it takes damage from mexico's attack on the US hex,and i get a dow option against mexico.
