Problems: Declaring war / no war

Hi everyone,

I've got 2 questions:

1. How can I start war without attacking the enemy? (Already read the topic "Provoke War", but doesn't work)

2. Why isn't there any war around the globe?

Infos:
Playing California in normal Campaign in the year 2039

19 years in and no war ?Id have to say its the settings you picked.

I dont remember such a peaceful game for so long a time period.NK,or China,or Russia,or someone in South America has always ended up at war.And the new volatility settings work great to make sure of this,if you dont set them to low.Med is what i usaully play on.

As for getting your own war without starting it,build cap usually does the trick.

Default settings in CG,in crisis campaign, is what i play the most now (with military dif at very hard ).Always wars in the first year of play on this.

Sr2020 without GC,defaults in Crisis,shattered and melting campaigns.
