Improving Relations

Obviously, if you go crazy and declare war on a whole bunch of countries without belli then you will piss off all other countries. Is there a way to do the opposite? I mean to improve relations slightly with all countries at once. Is that what the techs with ex. "World Opinion - Supportive" does?

lots of small deals or long term deals supply goods etc free of charge ( like donation or stuff)
