I found a 100% secure way to get the technologies from other countries,
Build Military Goods as much as you can, take control over it that your minister can not sell or buy this goods.
If you need a tech from other countries, put all the tech you need on demand and offer only Military Materials for it.
For the full Techtree of USA, I paid 10 times full load of military goods, which is really nothing for all this.
