Is it possible to manually set the DEFCON level (as it was in 2010)
I have successfully finished a skirmish, and wish to consolidate cash and resources
but my defcon level is still at 5. How can I reduce it to a peacetime level?

DEFCON 5 is Peace time. DEFCON 1 is "at war". It counts down as tension increases. While at peace 2 is the lowest (highest) you can set it to. While at war, 3 is the highest (lowest) you can set it to.
