how do i build new towns.

You dont. Although I am not sure if they popup on the map once a hex reaches a certain population. I swear I have seen some new cities up in northern canada that where not there before. You can build industrial complexes to build civilian structures, and build military complexes to build military structures in a hex.

ok, thank. so what do you do with all the undeveloped land. I was hoping to build towns and increase my population.

Excellent question btw. Been wondering myself if and at what point the population of a hex suddenly turns into a town.

At present we have decided to focus our efforts elsewhere in our development.
So, towns don't pop on the map at any point right now.

Ahh just my eyes playing trix on me at 4am. Or maybe it was just destroyed cities that I have seen come back.

You can still increase your population. the numbers are just added to each hex.

so what do you do with all the undeveloped land.
you can build industries and military fabs in hexes without cities.

Industrial facilities can sort of become towns. Some start sporting populations.

I tried to mod the game and make towns and cities buildable like other complexes but this created a huge bug and the game doesn't worked at all....

But it is possible to mod all buildings to be built in industry or military complexes so to have them away from cities.

If anything you would need to make it a village and let it naturaly increase in size.

How it is done?

I unlocked in the defoult.unit the ability to build small villages and after compilation the map appeared absolulely empty from buildings.

Is that the only change you made? I suspect you botched the change if nothing appears. All it takes is 1 , or 1 " to mess the whole file up. There are programs out there that will compare two files side by side to see where the changes are.

Yes, this was the only change. I undid it and the game worked again.

I try everything possible in an effort to reverse enginner the code.

There is empty hex with over 500 000 persons around Beijing and no cities. I guess this may be some landscape...

Pre-game, you can add all of the cities and towns that you want to the .OOF file and then regenerate the cache file. I have placed an example here:
