I currently have no specific feelings about this topic...

I'm nowhere near this area of the game in the work I'm doing and this is a very small element to me. Others may have other opinions...

It's an interesting concept, but I think any combatants wealthy enough to make use of special forces training indigenous forces would be wealthy enough to annihilate their opponents' rabble with twenty fighter-bomber squadrons the moment they're detected. Not significant to gameplay, you know? Pop--WHAM! Not much use playing it, even if it was already developed.

True. The only advantage to SF would be to avoid a DOW by training indiginous forces -- similar to US SF training Afghan or Nicaraguan forces to the dismay of their host governments, but not so much dismay as to trigger a DOW.

Yeah, I think this is a great idea, but maybe better done on an abstract level of 'espionage' type ops. Could research special forces train insurgents tech and then be able to allocate funds which a. increase spawning and b. give the player some control of them.

But this goes right back to the same "who owns " them issue.

In sr2010, such units belonged to the region who had lost the land.

If they are going to be spawned by an enemy, and they belong to that enemy, than war would automatically occur under the sr2010 rules when they spawned.

So the ruleset would have to allow units to belong to factions that dont own land and that were not a region on the map per se.

Otherwise just spawning them in an enemies land would cause them to start a war between the region who caused them to spawn and the region they spawned in, just like an invasion would.

So again, for this to really work, the ruleset would have to include "shadow factions" that acted as a buffer in terms of relations.

"Shadow factions" that had no region, had no land, could exist without either and could act at the behest of other regions without the full conseqeunecs of those actions being felt by their controller region.
