Region tweaking - ASEAN

Currently we only have the following region codes:

Since region code is important to determine the unit design, I believe we need a little change for ASEAN countries. Right now, we can say that the most advance defense industry in the ASEAN is in Singapore, followed by Indonesia. And seeing the way current political situation, defense industry cooperation among ASEAN countries is more likely than Taiwan with Philippines. But yet, only Singapore has its own region code and Taiwan and Philippines are sharing same region code.

I think it is better to have ASEAN region code, or at least, give Singapore and Indonesia their own codes (or both of them may share the code).

And also about the tech level. Since it is mostly about defense technology, I think ASEAN tech level should be revised. In SR2020 Malaysia has the highest level among ASEAN countries by significant gap. I don't think it is correct. Singapore, Malaysia, Indonesia, and Thailand should have similar level. If we need to rank them, I think Singapore has the highest level among them, maybe like 5 to 7 level higher. The rank will be like (number of ">" shows the gap): Singapore >>>>>> Indonesia >> Malaysia > Thailand >>> Vietnam >> Philippines & Brunei > Cambodia , Laos, & Myanmar. And bout East Timor, you gotta be kidding if you put them on par with Indonesia. Although they were part of Indonesia, they consistently become the last among provinces in Indonesia in term of education.

So far, I only know Singapore or Indonesia ever build their own military equipment, compared to other ASEAN nations.
