Dont use airfields setting ?

An option box right here,that allowed us to keep letting our air units use an air transit treaty, BUT NOT use the foreign airfields in the area the treaty was for,would help with part of the "rebasing aircraft issue".

Make is so when the option was selected,airfields in said area no longer showed as possible landing places for air units to the AI.The units would still be able to land on them,and could be told to manually,but such fields would no longer be autoconsidered when pathing was processed.

So aircraft would NOT count said airfields while considering fuel use actions,pathing actions,etc...
