Maybe you can think of scrapping roads as cutting off all mantainace and removing your access to them.

Basicly for people like me that have misbuilt a road and want to undo my construction error, or want to reduce mantaince/upkeep fees.

This sounds a bit like the idea of allowing roads to deteriorate over time, something that we will consider for the future.

Actually, scrapping rail is extremely realistic. I live in an area where a rail line once ran to a coal mine. The rail has been ripped out and the land-rights abandoned since the mine was shut down. A lot of it has either over-grown due to lack of maintenance or been reclaimed by local land owners.

As I mentioned earlier in the thread, it is very quick to put back rails into a right-of-way that has already been graded - they have machines that can do that ( www.youtube.com/watch?v=uEKEfkL00rs&feature=related )

i watched the first one like 10 time just to make sure it was real. that kind of dmg to a road would take a day or two to fix.

Being an old explosive expert in the Dutch army during my conscript time (1986)
i can say that most strategic bridges and (rail) roads in western Europe are PREPARED for
blowing up in no time and in a controled way ...
The amount of explosives and the spots (most important) to place upon a bridge for example are already calculated
in such a way that i won't destroy the complete bridge but only stops an invasion for a certain time.
It would be rather easy to build up the bridge after the skirmish
