Why do they hate me for defending myself?

I'm trying to get the hang of the non combat parts of this game. Playing as Texas in shattered world. Picked Texas in my first game because I thought trying to expand into Mexico would be one way to learn warfare. Mexico always declares on me. First two games were trial runs as I figured out how to manage a war. Kinda got that sorted. Now I need help with diplomacy. So Mexico declares, I teach them the error of their ways and annex. Now, everyone starts hating me. If I had stopped after getting some of the ore/coal areas and sued for peace, would they hate me less? After all, I wasn't the aggressor. I was always taught not to start a fight, but be sure to finish it.

Kinda related to world view of me. How many troops can I bulid before the world gets nervous? Does airforce and navy count as well?

Be aware in some scenarios regions are hard coded to either like or dislike others.

I was looking through the article you`ve linked to and found this:

If a unification vote is being held regional relationships will have a serious influence on their final outcomes

Do unification votes actually happen in sr2020? I don`t think I`ve seen anything of this sort.
