Is it possible to name new facilities instead of having there coordinates as a name? Along that line, can you rename existing sites? SR2020 Gold 6.8.1

No. BG does have it on a list to add in the future (note future games, not GC 2020 as there will be no more patches for it). But it is pretty low down on a long list so doubt it will get added. However via moding hex names can be changed.
