Give experienced units special training and then designate them as leaders.

Hexes or other unit groupings that have a certified leader would be awarded increased effeciency.

You could use existing concepts such as "Escort" to associate grouped units with a leader. If you order a leader to "Attack Unit", then all subordinate units would attack it too.

This would also be a step along the road to Il Duce's concept of a military hierarchy.

Nice idea!

I also want to add that land and naval units when group selected should move strait ahead to the targeted hex, not in parallel ways. Air units do it, I don't understand why other units move so bad?
