Chris says the AI will build fabs, while you say it won't. That is why I'm confused. Sorry.

The nations he mentions do not have any military complexes with available slots.

The AI will build facilities of various types but will not build complexes. If there is no available complex, it can't build the facility.

Thank you very much, Chris, for clearing this up.

In a somewhat related matter: will the UN or other nations sell or give units to AI-controlled countries with no military complexes of their own?

Several times when playing various countries I have had other nations as well as the UN make such offers to me. I'm wondering if AI-controlled countries also benefit from this.

they can if the UN likes them and decides to make the offer. It does happen at times.
