I just got around to installing this game again and are about to start a new campaign. Then I can't remember what settings do what, some quick searches turned up very little results on the forum so I thought I'd start a new thread.
I'm mostly interested in the different difficulties (military/diplomatic/economic) as well as "enhanced spotting" and "enhanced ranges".
Also there's the scenario settings "third party relations effects", "critical united nations" and "allow govenment change". What does it mean?
It's great that I get all these options as a player, but It would be even better if I could tell what they do.
Some short tooltips would really probably be a good idea for future games.

Which also sparked some new questions like what does "Player's initial Military Efficiency " mean? If I play on very hard military difficulty it's apparently set to "Lowest ", is that some kind of permanent thing or does it go to a normal level after a while?
