Most (it could be all) regions start with a one sides naval travel and supply treaty to allow them to use that canal .

Depends upong the game too. lol In my game, Syria took the Suez Channel so I had to sign a Naval Transit with them.

The only major canal that is not navatigle is the Kiel Canal, the Panama and Suez Canals are.
