Depends on the scenario/campaign. Initial treaties are moddable.

Depends upong the game too. lol In my game, Syria took the Suez Channel so I had to sign a Naval Transit with them.

The only major canal that is not navatigle is the Kiel Canal, the Panama and Suez Canals are.

Its kinda funny that way. If its somthing I cannot figure out myself, Then its usualy somthing somone else cannot figure out either. So the question has already been asked and all I need todo is search for it.
