Hotspots

1) Can anyone elaborate on the individual "action" types as to what effect they do/have?

2) Also, why when I create a hotspot on an enemy base/city and choose very heavy force and heavy air support, all my defense minister does is send a couple tanks, no artillery, no anti-tank either, just a few tanks and maybe a couple recon vehicles.....
