Civilian demand for petroleum, agriculture, timber, fresh water, along with many other things has increased beyond anyway to meet demand. Is there a cheat to reduce or cut permanently civilian demand or using a trainer?

I don't think so but there's a simple way to make sure your mewling populace doesn't interfere too much.
Lock out all your ministers and don't import anything.
Voila, you've taken care of the problem the easy way.

Despite the multiple things you can do in SR it is first and foremost a combat/conquest game. Once you have reached a certain point, there are currently no techs to increase resource output and you cannot keep up with demand you really only have 2 choices.

1. Start taking over territory.

2. Make conditions so harsh in your country people start leaving/dieing etc. (raise taxes, decrease social spending, set prices higher on the basics, water/food/timber)

(a). Long term, labor intensive and not recommended - activate all your land fabs, set your military salary to max, train conscripts (6 day creation time) and sell them away to other countries. Price does not matter, your goal is to have the fabs running, keeping your people employed, reducing your population base and generating some income. Use this in conjuntion with option 2.

SR is not a world simulator in the sense some other games are which makes it very difficult to play without conquest.

You could use a trainer to lower your GDP\c thus lowering your civs demands for consumer goods. However this may have adverse effects for your economy and thus should only be conducted as a last resort. Backing up your save game is advised.

All you have to do is raise domestic markup. People cant afford to buy your goods, therefore demand drops.

This is short term and does nothing to alleviate the cause. Eventually he will reach a point where DAR throws him out of office if he keeps using this method. You must do things to combat the growing population base also.

I tried eveything... for example petroleum demand is at 600,000,000,000 bbl while I now have 50,000,000 in stock... there is nothing I can do... they are just taking all my resources... I nearly conquered the whole world too.

There are a few tools to start mitigating demand problems:

1) As mentioned, first raise domestic prices (markup), though if you go too high then DAR will be hit hard.

2) Look at what is using your goods and try to use alternate methods - for instance, Petrol power plants using a lot of oil? Build hydro electric, nuclear, and renewable ('other') plants instead.

3) Some technologies can be researched or traded for that will reduce the use of oil by industries and civilians.

4) Build more production - if you've raised domestic prices already, then this could be profitable in the long term.

A cheat for this area would rather destabilize the in-game economic and production models.
