A question and a thought regarding production

Dear All,
It is unclear to me how the "three levels of red" for resource production works. I can think of two options...

A) The deeper the red, the more facilities of the same type can be build on the hex

This would explain why sometimes extra facilities of a given type "can't be added" to a hex (while other types can be added) - but it would also highlight a bug in the fact that not-yet-built facilities do not count towards this total (so up to 6 facilities CAN be build on a light red hex if none are present)

B) The deeper the red, the higher the production per facility

Tough to verify as output per facility is not shown (only total regional)

C) A combination of A) and B)

Can anyone elaborate on this?
