I was kicked out of the WM but I entered again after a while.
The problem is that I still have the same shortage of raw materials I had when banned. My re-entering the WM didn't seem to have restored the import levels.
As a result I have a shortage of consumer and industrial goods. How can I fix that?.

How do you fix it?
Don't piss the world market off
SERIOUSLY
It is very hard to turn such WM hatred around but raising domestic prices(Increasing domestic markup) raising taxes may help reduce your shortages, you may take a little hit to your economy in the long term(well not really long term more like the near future)
Otherwise I can only suggest building more factories
