Where's the Beef? i mean electricity?

I am currently playing in the N. American scen. I have surplus in coal, oil, and uranium. the problem is that my power plants are not putting out the juice. it says RAW MATERIAL SHORTAGE. is there anyway battelgoat could add what is acually short and by how much? also, same goes for the industry/military/consumer goods. I know that each says what percentage of total good they produce, but it is still hard for the mathmatically challanged to find out how much ore can be saved if you shut down a plant.
