I've had this problem too. Played as Korea in a campaign had 1.2% unempolyment so attacked China to expand my population since my population wasn't growing for some reason (even though I had a high net gain from immigration). Somehow I defeated China (took Beijing and they gave up the next day after moving their capital to Honk Kong....... which was kidna weird :D ) yet my unemployment remained 1.2% :o
