Testing new Weapons and Techs

The news that NKorea (and a post about diplo from nghtmr15 somewhere else) launched a (luckely a poor) ICBM did me think that it would be nice
when you develop a new design or tech you FIRST have to TEST it.
So... if you designed a ICBM (or something else) you have to launch
first an example rocket before you get a 100% design.
If you don't... there should be a change when you use that thing
it goes BOOM
Ofcourse your neigbours won't like the testing.....

This seems like much to minor a detail to model in game. Getting missiles such as the Teapo Dong N. Korea is firing requires in game that you get a number of technologies such as cruise missile guidance, cruise missile propulsion and cruise missile production, each of which has a negative WM and popular rating. We can assume the test firings to be part of these projects and the reason they carry negative effects.

While minor, i think it could make an interesting way to say to other regions via the WM news and green text messages that a particlaur tech is being worked on.
For instance, if a region was researching a specific missile tech, you could have the WM news and green text issue a "news alert" saying " Such and such region has test fired sush and such a missile".
This would be kinda a cool way to give players some more feedback and draw them into the world more.

We could do this anyway, we could trigger such a WM news item when someone reaches 60% of a tech for example...

That would be really neat. I love flavor text like that, so long as there isn't unmanageable amounts of it. Little messages like that, however, are perfect.

they are nice but they do also add to our 10,000 word count. Then ppl wonder why getting into other countries takes so long
