Well, playing as washington in US NW campiagn, first scenario, i was unable to get a single tech done in the games alotted time: 2 years.

I had 3 tech centers and maxed spending, though i could only afford it for a while.

But never once did the time to research for a single tech show as less than 3 years.

Efficiency never got above 51%- with my normal circa 70 tech/circa 30 efficiency.

I didnt take note of the actual spending numbers.I should have :oops:

SOOOOO, just what did you change in research ?

From what George and I recall, nothing, but it is possible a small error was seen at some point and corrected without being noted. I'm fairly certain research is about the same as it was for update 2...

research is somewhat differnet if not a little harder. (well to me anyways) use to get eff up close to 100% in one region before patch 3 now its gets around 70%. The only thing i seen help get it higher is the GDP going up.
