Even taking the storyline into account, 5 years from now I don't see any African countries having indigenous submarine designs. They simply don't have the technology. Who's gonna believe in a submarine designed in Sudan or Ivory Coast for example...?

I don't expect to add any subs within the region code these countries have access too below a tech level of 95. I simply do not believe that until they have moved forward technologically, there should be anything there for them to research.
