Turning off the world market
It seems like setting the maplevel=1 in the scenario file turns off the world market for that scenario. For example, in central america.gmc I set the maplevel=1 and no WM. The question is does this have any other effect on the scenario?

"maplevel=1" is the GMC setting that turns the World Market on and off. As it turns out, this is the only use for this variable; while it was originally intended to denote "how far down" in a campaign tree you are from the world level, this information did not turn out to be required anywhere else in the code.
(For example, with the World level being '1', North America would be '2', and Canada would be '3', etc.)
In the end, maplevel simply has two possible settings: 1 for 'world level', and anything else for 'not world level'. And in practise, the only thing that 'world level' does is turn off (most of) the World Market.
So you're right, it is quite possible to turn off the world market in any scenario other than the World Map, though there has never been any testing done on this to see what odd behavior would pop up if you did so.
