I'm not sure if this has been addressed in the full version yet, as I only have to demo, but I thought I'd ask before I go and buy the full version.

It seems to me that Immigration and Emmigration controls don't seem to have much effect on your game. If I'm facist or a communist state, shouldn't I be able to completey stop a large part of my population from leaving?

Just a quick question I had earlier while playing the U.S. Northwest scenario.

It has not been investigated too far to see how much you can hold on to your population. It is something worth looking into as something for update 4. I'll make myself a note about this, you might want to bump the thread in 4-6 weeks if there has been no further response...

I've never played around with those government forms, so I have no first hand knowledge. I can say that based on purely historical examples, if your population really wants to leave, they will find a way to do so. I would guess that it slows down the leaking, to set those controls, but pisses them off even further, thus increasing the pressure to leave. *shrugs* just a guess.

With the econ model the way it is, your largest concern is to increase or control immigration (increase to improve inflation and staff units, control to minimize demand pressure on industries). The best way to stop emigration is to make a region that is a good place to be. Government model doesn't really matter much here. To 'directly' control immigration - a special case situation in my book - you can adjust the fee, but even with the fee at max (about 49K if I recall) you will still have folks that want to immigrate - go figure. The most intersting number is the NET immigration/emigration figure. If they want to leave, it's their loss.

General observation - government model is really not significant EXCEPT that dictatorships and communists don't have to deal with elections (which should never be a problem anyway) but you do have military approval - which is a rubberstamp as long as you fund them fully. Moral of story: government type is largely irrelevant as you will always have to fix your economy.
