in the manual it says i can send treaties for help, units, etc. in the state department/WM section but nothings on the side and i can only receive help, units, etc. is it something with the patch because i have the latest version

plus im not playing the world map im playing the united states map and there's a whole lot of WM land

Simply put, some features didnt make the cut and the manual was already written at the time they were cut

crud that sucks........... oh well
