Do shortages and the corresponding messages lower civ or dip

An ally is suffering shortages, they send out the emails.

If those emails are not aswered in a way that alleviates the shortage, does it affect that regions civ or diplo rating towards your nation ?

Ive noticed that regions that are allied to me, but are suffering thru a shortage, tend to have lower civ ratings toward my region than other allies who are not suffering a shortage.

Is there a correlation ?

I really haven't noticed the link between the two. There maybe something there, if so it explains why some allies I have hate me more than non-allies. I usually ignore the emails unless me helping the ally benefits me in some way.

Nope .. there isn't.

That’s an idea I like, so that at higher difficulty levels you have to deal with more demanding AI opponents always bothering you to keep them happy. We’ll explore this one further on our side…

It always made me wonder why you could walk away without fullfilling your allies requests .. :-?
