WM is only good when you have a serious problem, in my case, Mid-East Turkey since it has:
*Obsolete NATO units coupled with horribly bad low-air defence AA cannons
*3 most critical commodities surrendered to importing, oil, electricity and industrial goods (which is a disaster and requires many months to fix without going bankrupt, I HATE MY TRAITOR GOVERNMENT!)
*3 angry neighbors
In this case, WM offered me powerful unit designs, lots of free oil, ind. good and money for building up.
World Market... erm?

Why are you importing oil with Turkey? I have conquered the place before, and found their oil fields to be quite useful and plentiful. Maybe not the best, but well worth sinking wells into. Their oil was what spurred my Greek war machine into high gear.

Initial oil production is almost zero. Whipping it up into productive action with a very tight budget with ALL THREE critical goods in negative production is an extreme challenge. WM helped me with his by giving money and materials for free.
