Diplomatic question

I have some questions:
I play as West Germany in a Campaign mode. I have made alliance with South- and East Germany, and conquered all other nations. First question: what does that victory condition mean? To conquer everybody?
My 2nd question: What can I do now? I can't break the treaty, even if I would give them all my researches (much more that theirs). If I attack one of them the WM explit me, and I would soon go to bankrupt, and I wouldn't have enough fuel and so on. What is the possible solution?
3rd: how can I make better WM subsidize and opinion? I made very much things to get better results for WM, but it always goes down, while other agressor's countries go up...And how can I raise my Casus Belli rating toward another country? (they have maximum for me, I have 0 fot them, but WHY??? They attacked me 3 years ago! Does anbody know it?)

I know I made a lot of questios, so any help would be good, since I am disappointed now a littel:(

Main reason WM rating usually falls is build cap.This can be made worse or countered somewhat by your social spending in Culture,Environment,etc..

So if you want to raise your WM rating, lower your build cap below that of at least one of the other regions.

If you can afford it, max out yous social spending.

Now you havent said just how low your WM rating is, but if you do the above you will be able to get it to rise.
Once its at about 1/2 bar, you can pick a target region and use the Negotiated Treaties window off of the diplomacy window to cancel the treaties one at a time.
The region you canceled with, will usually respond in kind and this has a much lower negative WM rating than simply breaking a treaty.

It will also cause your belli bar to go up vs that region as he responds in kind and cancels the treaties with you.

You can get over 1/2 a bar in belli against another region this way IF you have enough treaties to lure him into canceling.

This should allow you to attack the region of your choice soon enough.

Hmmm...the cap mybe the solution. My WM rating was about 100% in mid-game, since everybody declared war on me, and slowly it decrease over time (now it is about 40-50%, and my subsidy is 0-3%). I have spend much more on enviroment than needed, only for raise WM rating. I will try to cancel one agreement at a time, maybe it will help.

I don't know what victory condition you have it set on, but if it is unification, then there will be a date for a unification vote. You can find out what your standing is in the polls in the regional comparison pop-up. If it is set on total, then you just have to conquer everyone.
Also, it can be inconvenient to be kicked out of the WM, but it does not always mean defeat. Try and make your region as self sufficient as possible in every resource. The WM does not automatically boycott you in every resource, but if it does then you will be more ready to handle it. Self sufficiency also usually helps keep your economy stable. I am on the world map of a campaign I started as Dallas in the SW United States. I was expelled fom the WM early in the first scenario and never rejoined. So it can be done. Good hunting! :)

Well thanks.

My victory condition is total, so it means conquer everybody. The problem with self-sufficiency is that I need sooo many petrol for example, that in this map nobody can achieve. I have tried out what happens if the WM explits me...my units stop because of the lack of fuel, my industry halts and so on...it means lost:(
I will try to make it through...but what happens in a campaign mode, if WM explits me? Will I move my WM opinion to the next map?

Yes, it carries over. The nice thing is that on the next map you start out with normal relations with the rest of the map, so you have a chance to import/export and if necessary you can make a shot at repairing your WM opinion and rejoining.
One other thing to try is researching every energy advance possible, to lessen how much petrol your energy and finished goods industries use. In my game it was not petrol, but metal ore that was very tight at the beginning.

One more question: how can I decrease my cap? Simply not build so many units, or destroy mil.bases?

All that is really necessary is to deactivate them. I find this is an easy way to get my reserve manpower, at least when I have some smaller bases away from the front.

Edit: not building units doesn't help, you have to shut down the bases.

Well, I have conquered the map yesterday evening, with cancelling treaties...slowly my ex-allies sent me war declaretion...:)

So. Did my buildings come through my past map, or they disappear? I don't know, because I have so many, and I read that they won't come with me. Can somebody tell me this?

No, any buildings that you built in the last map, are not carried foward with you...

heck, not every building that the computer had at the start on the last map will be on the new one. :P When the scale changes, it makes it sometimes impossible for a building to exist where it was and or should be, so "poof!" That and my dang bases keep shrinking.... :-?
