It seems that its now eassier to establish embassies....

Question: does it have now somesort of diplomatic benefits ....
Haven't played much yet to notice some improvements...

nothing specific. Signing it has a diplomatic benefit and keeping it continues some of that benefit. The more treaties you have with a region the more they will like you. This is a pressured affect so getting all treaties on very hard will simply mean it takes longer for them to hate you but above normal difficulty there is still the "fear humans" factor applied.
