Causus Belli 75% = War......

Playing for the last couple of days the Europe scenario (#4.2) it seems
to me that the regions declare war at you when it reach exactly 75% CB..

I'm not sure if this was always in or that it is a new feature for update 4.

But I don't like this predictability...
I think it would be better that the chance a region attacks you would lie between the range of 50% - 100%.....

I'm playing US in a modified World scenario (only difference is that I removed all units) and there are region with 100% Belli towards me that have not declared war on me yet.... I modified and started the scenario after installing update 4

This is affected by a few things including the region agenda and diplo/civ ratings. It not occur exactly the same way twice. Might be similar, but not exact.
