non-aggression pact

Can somebody help me, please? I play Czech in German scenario and propose to attack some county (think over Austria) but when I declare war to Austria, all other countries attack me

. I try to sign non-aggression pact (before war declaration) with other countries, but they didnâ€™t sign it. I try to give 10,000 M $ for non-aggression, but they refuse :-O. Please, say me, how can I persuade other countries to accept non-aggression pact.

First you have to fill up your -diplomatic- rating with a region.
If your standings reach a -satified- level they are more willing
to accept treaties...
BTW offer an alliance.. you will get automatic a na.pact..
