heavy artilery bombardment lowers WM rating?

Question, do heavy artilery bombardment lower my WM rating because of the high number of civilian casualties it causes whem bombarding cities?

I'm asking because my WM rading has droped to a point where they boycoted my petrolium inport. Now, I can no longer support any units that use petrolium for mobility, which is a real problem when trying to fight a battle.

Yes, bombarding cities affects your WM rating.

mmm, that might explain why I got kicked from the WM after bombarding paris for monts with massive amount of heavy artililery.

Question, will the use of smart weapons limit civilian casualties in this game?
