You mean another regions civilain rating towards your country in a positive direction?

You can raise it by diplomatic measures and possibly by build cap(not sure on this one,but its seems to work).

The thing is, this change is VERY SLOW.It takes a really long time for a very small change.

Yep... you've first fill up your diplo ratings before you get
a significant civ rating....

Been allied to a region also helps...

Plus make sure your not rampages across regions like the bleeding third reich or most other regions people will start to dislike u.

Increasing your culture seems to improve it too. Fortunatly, promoting high culture is relative cheap, however, it can take a long time before it reaches high levels.
