WM should be friendier

One thing that i dont understand , i an playing in the chinese map now in very hard level (as nanjing), and i an making lots of money from exportations and have an alliance with everyone, since the AI is so dumb to atack me, i have reduced my build cap to 6 (so lower than other countries) and scraped all my airforce and fleet (since i an planning to make rivers of money before unite the china and build a more modern armies later), now my social is at the recommended, cultural and enviromnent are at maximum and i keep losing WM rating (i an not building units).

Lists in spreadsheets

Actually tracking the savegames sent to us falls to me but I don't think I'm getting more than a couple per week. I do my best to make note of what thread the issue is relating to in the spreadsheet as soon as I get them, then when I come back to it I can quickly see what issue I'm looking at.
