Buying technology exploit

I don't know if this has been posted before, but I have noticed a serious exploit when buying technology.

Right at the beginning of a game, it is possible to buy all technology advances from a country which has acceptable relations with you. You only have to offer tens of annual payments of a few millions.

For example, I started a game with Ireland in Europe and I managed to get every technology I needed to build nuclear weapons from France just by offering fifty annual payments of a relatively small amount of money. My small economy didn't even felt it.

I think such long term payment deals (10+ years) should be considered very risky by the AI in the world situation that SM2010 proposes.
